I just tested AVRProg (avr910) to upload Arduino bootloader. I replace Max232 and DB9 on the schematic with FT232 and USB connector, so the programmer will work on every OS, even on Windows 7 because FTDI drivers are available for many OSes. Seems outdated. But it's fast and if we use FT232 chip, it will work with Windows 7, because.
